HEADLINERS Yuchengco Appointed "Special Envoy" President Gloria Macapagal-Arroyo has appointed YGC Chairman Ambassador Alfonso T. Yuchengco and six others as "special envoys" to "secure the support of our friends and allies" in the international community. The special ambassadors are to promote trade and foreign investments in the country in the light of the renewed business and political climate following the ouster of former President Joseph Estrada. The President announced the appointments during the vin d’honneur with members of the diplomatic corps led by Archbishop Antonio Franco, the papal nuncio, who "blessed" the new administration and expressed support for her. She named Amb. Yuchengco as special envoy to China, Japan and Korea. Yuchengco was formerly the Philippine Ambassador to the People’s Republic of China during the term of then President Aquino, to Japan during the term of President Ramos and Special Consultant on APEC Matters during the term of President Estrada. The others named were included Former President Fidel Ramos as her "personal and special representative" to the World Economic Forum based Switzerland and to other major international events; Roberto Romulo, a former foreign secretary and current chair of the e-Asean Task Force, as senior adviser on international competitiveness; Raul Rabe, former ambassador to Washington, as special envoy to the Americas and the Islamic nations; Cesar Bautista, current ambassador to London, as special envoy to Europe; Paul Dominguez, newly appointed presidential assistant for regional development, as special envoy to Brunei, Indonesia and Malaysia; and the YGC’s own Rizalino Navarro, a former trade secretary, as special envoy to Singapore, Thailand, Cambodia, Laos, Burma, Vietnam, Australia and New Zealand. Rizalino Navarro is currently affiliated with the Yuchengco Group of Companies as Chairman and Chief Executive Officer of House of Invesments, Inc. and EEI Corporation. He is also a director of Great Pacific Life. It was the first time in recent memory that special envoys were appointed to handle the work normally assigned to the country’s diplomats. Sources in the Department of Foreign Affairs said the last time this happened was during the Marcos era, when then President Ferdinand Marcos named some of his friends as special envoys for special projects.
